Homeowners Insurance Reform

1. Homeowner Insurance

Already Covered Extensively:

  • National Disaster Insurance Corporation: Replaces private homeowners insurance
  • Universal Coverage, Affordable Premiums, and No Denials

2. Renters' Insurance

Currently:
  • Renter Insurance: Covers personal belongings and liability
  • Optional: But increasingly required by landlords
  • Expensive: $15-30/month ($180-360/year)
    • Burden for low-income renters
Solutions:

Subsidized Renter Insurance:

  • Low-Income Renters: Free renter insurance (government-funded)
    • <$30k income = free
    • $30-50k = $5/month
    • $50k = $15/month

Bundled with Housing Assistance:

  • Section 8 and Public Housing: Includes renter insurance automatically
    • No extra cost to tenant

Community Renter Insurance Co-ops:

  • Tenant Unions: Collectively buy insurance (bulk discount)
  • Cooperative Structure: Members own with democratic governance

Cost:

  • $2 billion/year: Subsidize renter insurance for 10 million low-income renters
