No Workers Left Behind!

1. Mandatory Job Transition Program

If your AI displaces workers, then you pay for their future:

Requirements:

  • 2 years full salary while retraining
  • Tuition/training costs are fully covered (no cap)
  • Healthcare continuation
  • Relocation assistance if needed
  • Job placement guarantee in their new field

Bond Requirement: Before deploying labor-replacing AI, company must post bond equal to:

  • (# workers displaced) × ($150k per worker) × (2 years) = massive bond

Example: Replace 10,000 customer service reps?

  • 10,000 × $150k × 2 = $3 billion bond required upfront

If company goes bankrupt: Bond pays workers anyway. Can't dodge responsibility. Cost: Borne by companies, not taxpayers. If you profit from automation, then you pay for the transition.

2. Job Placement Tax

For Every Worker Replaced by AI: Company Pays a Tax Equal to 5 Years of that Worker's Salary.

Example calculation:

  • Customer service rep: $40k/year
  • Tax: $40k × 5 = $200k per worker replaced
  • Replace 10,000 reps = $2 billion tax

Revenue Use:

  • 50% → Universal Basic Income for displaced workers
  • 30% → Retraining programs
  • 20% → FAIA enforcement

Why 5 Years: Average time to retrain + find new career. Company got productivity gains, society gets transition support.

Estimated Revenue: If AI replaces 50M workers over 10 years at average $50k salary:

  • 50M × $50k × 5 = $12.5 trillion over 10 years = $1.25T/year

This fully funds:

  • Universal Basic Income for the displaced
  • Massive retraining infrastructure
  • FAIA operations
  • Green New Deal transition

3. The Right to Human Labor

Certain Jobs CANNOT Be Automated:

Banned AI Applications:

  • Healthcare: Diagnosis, treatment decisions, and surgery (AI can assist, not replace)
  • Education: Teachers, professors, and tutors (AI tools OK, but humans must teach)
  • Social Services: Social workers, therapists, and counselors
  • Caregiving: Eldercare, childcare, and disability support
  • Justice: Judges, juries, and parole decisions
  • Law Enforcement: Arrest decisions, use-of-force determinations
  • Creative Work: Art/music/writing FOR SALE must be human-created (must label if AI-assisted)

Why: Some work requires human judgment, empathy, and accountability. And we need to preserve the jobs that give life meaning.

Penalty: $50M per violation + shutdown
