The original "Power to the People: Full Throttle" section treated democracy reforms as a separate policy area. But under the Legal Code of Care and Seven Branches of Care-Based Government, these reforms aren't additions. They're built into the constitutional architecture itself.
This document reorganizes all "Power to the People" policies by placing them within the Seven Branches where they functionally belong.
